Introduction
Treasury issued new guidance on August 15, 2025, narrowing how large solar projects can qualify for the federal Investment Tax Credit (ITC). Solar developers, manufacturers, and investors are now adjusting to new regulatory realities that will shape project economics. On July 4, 2025, President Trump signed into law a sweeping budget reconciliation bill commonly known as the “ One Big Beautiful Bill Act ” (the Act). The Act includes the following significant transition provisions and other changes with respect to energy tax credits: adopts foreign entity of.
