Introduction
The Renewable Energy Ordinance (REO), originally adopted in 2016, updated planning and zoning codes for permitting small-scale and utility-scale solar projects. It aims to protect public health, safety, and welfare and to minimize environmental impacts. In 2011, California adopted a Renewable Portfolio Standard (RPS) requiring that at least one-third of the state’s electricity come from clean energy sources by 2020. This is the 2023 County of Los Angeles amendments fully integrated into the 2022 California Building Code (Title 24, Part 2, Volumes 1 and 2).
